So finally after many tests, I've come to the conclusion that this format is a winner, but only for a extremely valuable file that will get many views. the purpose of this format is to reduce file size so the stated fast encodes that I've found online are pointless, it defects the very purpose of this formats existence all videos created in this format should be the best quality settings. This conclusion stands until there is a GPU encoder that supports at least 4:2:0 chroma, which is no were to be seen, just false hopes and promises (SPAM).

I will be creating applications that support this format.

There is possibility a new light on the horizon, what about scene detection and splitting with ffmpeg,

So if ffmpeg detects several hundred scenes it could split the video into a hundred parts and process each on a different computer, meaning a video could be encoded on 100+ computers at once. This is still expensive but should work.
